Abstract

Changes in the political situation in the country and in the world, the rupture of political and economic ties stimulated the development of public-private partnerships at all levels of government, including regional ones. Economic sanctions and political isolation became a stimulus for the development of partnership relations between the state and investors; there was a spillover of resources and a change in the focus of investment in Russian markets. On the one hand, the withdrawal of foreign partners in the context of expanding sanctions makes it necessary to search for new partners and resources in a short period of time; on the other hand, it takes time to build trusting relationships, and they are built with the help of budgetary funds as well.
