Abstract

Introduction. The article summarizes and presents an analysis of possible methods for assessing the intellectual, human and innovative potential of a medical organization, as well as intellectual capital, with an emphasis on compliance with the development objectives of this industry. Based on a comprehensive analysis, the authors propose an approach to building a possible algorithm for assessing the intellectual potential of medical organizations. The influence of key characteristics and performance indicators of medical organizations and the level of intellectual capital of medical workers on the designated assessment is formalized. The purpose of the study. Development of our own integrated approach (algorithm) for assessing the intellectual potential of medical organizations as a dominant component of the development of domestic healthcare in the context of modernization, innovation and the introduction of information technologies in medicine. Materials and methods. Desk research was carried out, data from open scientific sources, and the results of research by domestic and foreign scientists were analyzed. The article uses formalization methods, analytical and algorithmic methods, as well as the method of top-down algorithm design, which is based on a sequential development approach (top-down). Results and discussions. The rapid penetration of IT and new technical solutions in medicine require the availability and study of employee competencies. The active re-equipment of medical organizations and changes in the work regulations of employees of primary and secondary health care units change the necessary level of intellectual capital of medical workers and require new approaches to assessing the intellectual potential of a medical organization. The article presents the author's approach to the possible construction of an algorithm for a comprehensive assessment of the intellectual potential of a medical organization in modern conditions, taking into account the modernization, development of medical organizations and the introduction of information technologies in medicine. The features of the proposed algorithm are as follows: the possibility of classifying the assessment (final indicator) of the intellectual potential of medical organizations on a three-point scale based on quantitative and qualitative assessments of indicators of intellectual and innovative activity, taking into account the intellectual capital of employees of medical organizations. Conclusion. The conclusion is made about the expedient use of sociological methods in assessing intellectual potential and capital, which makes it possible to competently evaluate these processes in medical organizations. In the future, it is necessary to test and accommodate the proposed algorithm (methodology) for assessing the intellectual potential of medical organizations, taking into account the available statistical and empirical data, since the assessment of intellectual capital requires not only qualitative, but also quantitative methods of analysis. Moreover, in modern conditions of development of information technologies, hardware and software in the field of medicine determine the need for a new level of competence among medical professionals to provide high-quality and effective medical care.
