Abstract
The socio-cultural significance of small towns, their role in ensuring the reproduction of a single symbolic space of the state is shown. The results of an expert survey of the leadership of local self-government bodies of small towns are presented, which allowed us to form an idea of the nature of the main barriers to their complex development.
