Abstract

Science is a key factor in the development of society and a sphere of priority attention on the part of the state. The published research results evaluated by the world scientific community testify to the state of individual industries and science as a whole. The aim of the work is to analyze the publication activity of Russian researchers in the context of the target guidelines of the state scientific and technical policy. The novelty of the study is to emphasize how the problem of publication activity was updated in regulatory documents and implemented in practice. The main research method is a bibliometric analysis of an array of publications by Russian authors, placed in the bibliometric database Scopus. The objectives of the study are: 1) determination of the structure and dynamics of publication activity; 2) determining the degree of significance of publications; 3) assessment of the competitiveness and potential of the publication activity of Russian researchers in comparison with researchers from other countries. It was revealed that bibliometric indicators show conflicting trends in domestic science. It is concluded that despite noticeable success in the form of an increase in the number of publications and their citation, the problems of uneven development of scientific branches and the risks of lagging behind in the face of increased global competition and tougher sanctions remain relevant.
