Abstract
An analysis of the socio-economic characteristics of Russian professionals leads to the conclusion both of their low maturity in terms of post-industrial criteria and of their non-systemic nature. The situation is aggravated by the nature of state policy, which does not adequately focus on supporting this potentially vanguard group. Of course, Russia is significantly affected by post-industrial shifts. Here we can recall its primacy in the development of an anti-Covide vaccine in 2020, the intensification of space programmes, and the development of military technology in the face of confrontation with the West. This is objectively working to increase the maturity of Russian professionals. But the already existing significant lag of a significant part of them behind their counterparts in a number of other countries of the world hinders Russia's struggle for a new international order, creates a threat that it will not be able to claim its rightful place in the world, and requires a sharp increase in attention to the quality of human capital of Russian professionals on the part of the state.
