Abstract

The article shows that the situation in the sphere of employment has worsened significantly during the crisis, which is manifested not only in the growth of unemployment, but also in the growth of workloads, the increasing care of employment into the shadows and the growth of social insecurity of workers. It is also demonstrated that the intensification of negative trends in employment has hurt painfully the most qualified Russians. Along with the fact that the role of a social resource for the dynamics of the situation of Russians in a crisis proves to be much more important than qualifications, this indicates that the current economic crisis strengthens non-market principles in the Russian economy, and in general the distribution system in it is moving towards an increasingly leveling . Thus, the impact of the recent economic crisis on the employment and human capital of the working population of the country not only has a negative impact on the level of income, social security of Russians and the quality of their human capital, but also reduces the country's competitiveness in the international arena. And it decreases in those areas, the change in the situation in which requires a long and organizationally complex efforts, but which are of great importance for the development of modern economy - in the field of industrial culture, labor motivation, the quality of human capital, etc. At the same time, the foundations of the social contract that existed in Russia in the 1990s between the government and society, including the most qualified part of the Russian population, largely concentrated in Moscow, are being eroded at the same time, the situation on the labor market has worsened the most during the crisis.
