Abstract

Risk (sin, blame, heaven punishment, anger of Gods) is one of the most ancient constituting principles of social order of all civilizations. Recently, under the impact of globalization and scientific and technological revolution (the STR) the existing territorial organization of the world is transforming into flow-network system. The transnationals are the main striking force of such transformation of global social order. Their all-penetrating activity is no more than a risk of total unification, undermining a diversity principle, the fundamental underpinning of global and regional civilizations. Earlier, a historical time of their maturation in a particular natural-climatic landscape has a fundamental significance, but today the past of civilizations has become insufficient. The more the globe is saturated with interrelated infrastructures the more the probability of cascade risks emergence. The risks of civilizational units decay is of no less importance than natural or man-made disasters.
