Abstract

The problem of the low level of Russian citizens’ involvement in the institutions of local self-administration, which directly affects on municipal democracy development  was analyzed . It was concluded that the low civic activity of Russians has less to do with the peculiarities of their political culture or low interest in local politics, as the institutional problems associated with the lack of sufficient powers and resources from municipal authorities.
