Abstract

Building the foundations of an innovative economy is today the primary task of the Russian state. However, despite the increase in funding, the development of institutions to support science and technology, the problem remains in the immunity of the economy and society to innovate. The main participants of innovation activities are more focused on interaction with state institutions than among themselves, which is explained by the dominant role of the state in the formation and development of the innovation environment.
