Abstract

Russian society is faced with the need to solve a variety of emerging problems in the formation of post-crisis development. Among them, the tasks of transition to an innovative type of development and formation of the knowledge economy, providing access to the trajectory of a new technological breakthrough, which allows to make a real breakthrough in improving the quality of life of people, in the modernization of the economy, infrastructure and public administration, remain relevant. In these circumstances, it is the factor of public policy as a technology and a set of mechanisms and institutions for the participation of representatives of civil society in the adoption of socially significant decisions that acquires special importance and becomes a priority in the totality of development factors.
