Abstract

The article deals with the methodological potential of social forecasting in the innovative development of Russian regions and the management of this process. It is shown that the scenarios of regional development, implemented mainly in the format of the inertial model, are not able to provide an innovative breakthrough in Russia, and, together with a mass of unresolved social problems, the social space of the country appears as a crisis and does not contain prospects for the transition to a qualitatively different state. The search for these prospects with appropriate management support in the form of implementation of effective models of innovative development is seen by the authors in the application of scenario thinking as a technology of social forecasting.
