Abstract
A liberal view on the articulation and implementation of migration policy is considered. In the discussions of Russian and Western experts, two related aspects were discussed: liberal migration policy and the policy of liberals in this area. Economic, demographic, foreign policy and domestic political contexts of migration policy formation in Germany and Russia are analyzed.
