Abstract

The Article, based on the results of a comprehensive sociological study, examines the features of local self-government in small cities of Russia in the course of recent reforms. authorities related to the implementation of Federal law No. 131-FZ. Special attention is paid to the analysis of expert interviews, which allow us to confirm the conclusion that changes in organizational forms of local self-government, consolidation of municipalities, transition to the city Manager model, competitive management model does not always meet the needs of local communities. The article deals with the question about problems related to the division of powers, as well as in inter-budgetary relations, in particular, with implementation of Federal law No. 131-FZ in practice (article 52 Local budgets), tax policy, which has a great influence on the development of small cities.
