Abstract

The article presents the author's analysis of measures of state development and regulation of academic mobility of young Russian scientists. Academic mobility allows young scientists to build up human capital, gain foreign experience, advanced knowledge and skills, and establish scientific social networks, which further contributes to effective scientific activity. Due to the fact that at the moment there is no unified normative legal act that defines the goals and priority areas for the implementation of academic mobility programs of young scientists, the implemented state measures for the development of academic mobility of young scientists are scattered. Basically, state support for academic mobility is carried out through grants and scholarships, but their number and amount of funding are insufficient for the full and systemic development of the academic mobility institution. In addition, the state provides social support for young scientists in the form of grants, scholarships and social payments, which can also contribute to an increase in academic mobility due to an increase in the standard of living of young scientists. Nevertheless, information about available grants and scholarships is spread across various official websites of supervising organizations subordinated to the Ministry of Science and Higher Education of the Russian Federation; it clearly creates artificial obstacles for young scientists. The authors note the need for a unified information base for all state academic exchange programs in Russia, as well as for the promotion and popularization of such programs among Russian young scientists and graduate student
