Abstract

The author draws attention to the issues of terminology in legislative documents adopted in the post-Soviet period in the field of regulation of population migration and territorial development of the Russian Federation. In particular, the “Concepts of the State Migration Policy of the Russian Federation for 2019-2015” and the “Spatial Development Strategy of the Russian Federation for the period until 2025”. The author considers it necessary to draw attention to the positive experience of attempts to regulate the territorial development of the Soviet period and use the terminology of that period: “scheme”, “plan”, “territorial development”. The necessity of making adjustments to Article 3and Article 11 of the Federal Law “On Strategic Planning in the Russian Federation” is justified.
