Abstract

The article reveals the prerequisites for the transformation of labor markets in Russia and Brazil in the context of modern external influences. At the same time, it is emphasized that such a comparison of two markets, a priori different in the dynamics of modern development, is important for assessing the degree of influence of negative externalities, which have precisely the social direction of influence. One labor market - the Russian labor market - by this time is defined as having reached the saturation point, while the other - the Brazilian labor market - is characterized by a wave of long-term rapid growth of individual indicators, but at the same time key in the context of the labor market mechanism. The scientific objective of the study is to determine the concept of negative externality - COVID-19 to describe the conditions for the transformation of two different socio-economic prerequisites and development potential of labor markets. The methodological basis of the study is theoretical works of both modern and classical authors, revealing the issues of the emergence and influence of negative externalities on the development of socio-economic processes in general and the labor market in particular. The information base of the study is the Russian and international databases of official statistics on assessments of both general trends in labor markets and the latest influences of the pandemic on their restructuring. As a result, trends in changes in the characteristics of labor markets of the two countries are revealed in accordance with the main indicators of the definition of the market mechanism, the current trends are described and a conclusion is made about their similarities and differences in the mechcountry comparison with the justification of possible factors influencing such a situation and predictive consequences. The identified development trends of the two markets are determined from the standpoint of sustainability in modern conditions of the impact of negative externalities - the COVID-19 pandemic. The substantiations of the applicable and possible to use measures of managerial influence are given in accordance with the official documents on the management of the labor markets of the two countries, the prognostic orientation of certain managerial instruments of influence on the labor markets under consideration is summarized.
