Abstract

The relevance of the topic is dictated by the fact that in all socio-economic and socio-psychological processes of modern society the influence of environmental factors is growing. The purpose of the work is to analyze the processes of interaction of these factors with the mentality of a person and society. The mentality of the individual and society is an integral part of human potential and plays an active multifaceted role in the economy and public life. In a wide interpretation, the human potential includes all the mentality characteristic of the individual and society, the entire psychological and socio-psychological complex. The effects on humans and society of environmental factors of local, regional, planetary scale in most situations are precisely such, affecting both intelligence, psyche, and subconscious processes. The regional-environmental factors understood in this interpretation are divided into two classes. The first is physical-geographical, climatic, natural-resource factors of influence on mentality arising in anthropogenic not disturbed natural environment. The second is the factors of influence on the mentality arising as anthropogenic degradation, pollution and depletion of nature. A methodologically important classification in the article relies on the division of environmental-mental tasks into the following: 1. analysis of processes of formation of ecological mentality; 2. analysis of processes of mentality influence on environmental situation development; 3. synthesis of ecologized mentality (contributing to the improvement of the environmental situation). Materials and Methods. The main materials for the study are the work of domestic and foreign researchers, who paid close attention to the interdependence of mentality and the environmental situation, and their own long-term studies of this relationship by the authors. Special attention is paid to natural and raw materials factors, factors of hypertrophied consumption, factors of pollution and degradation of the natural environment. In considering the problem of anthropogenic destruction of the biosphere and the relationship of these processes with mentality, environmental characteristics of the modern stage of world development, specific regional problems of Russia, other states and regions are used. Considerable attention has been paid to monitoring and analysing regional social and environmental conflicts. The main method of research is systemic socio-ecological-economic analysis of situations, systemic accounting of key characteristics of regional specificity. Results. A broad picture of the dependence of mentality on regional-environmental factors is given. Processes of formation of ecological mentality of various social groups are analyzed. Particular attention is paid to assessing the likelihood of Russia leaving the natural resource paradigm. The laws of influence of mentality of population, business, state bodies on emergence and development of environmental problems are analyzed. On the example of the regions of the Russian Federation with the most acute environmental problems, it is shown that it is traditional mentality that is largely the reason for the emergence and escalation of conflict situations. The principles of consistent greening of the mentality of the population, business, departments, federal and regional government bodies are outlined. The developed methods are tested in solving specific environmental problems of the regions of the Russian Federation. A methodology for resolving regional and interregional environmental problems and conflicts has been developed with the participation of non-profit organizations. ...
