Abstract

Goal: to propose some recommendations aimed at the improvement of legal regulation of career guidance on the basis of the nomenclature and the content of regional legislation and law enforcement practice in Russia’s Arctic regions. Methods: system analysis of career guidance as a subject of legal regulation, comparative and structural analysis of legislative statements on career guidance, an analysis of law enforcement practice of the basic acts. Conclusion: at the moment, the features of legal support of career guidance in Russia’s Arctic regions are its fragmentation and lack of conceptual grounding of legal provisions, on the one hand, and the diversity of approaches to career guidance policy, on the other. Legislation on career guidance includes regional acts on the career guidance itself and on youth policy together with the other acts in varying spheres of economic and public life concerning human resource development. Besides, it consists of socioeconomic and sectorial strategies, state programs and roadmaps. The combination of approaches implemented in different regions together with bridging the legislative gaps by using conceptual notes and the experience of the developed countries ensures systematic legal support of career guidance based on the balanced interests of the youth and employers for the sake of sustainable development of the Russian Arctic
