Abstract

The emerging network society inexorably contributes to increasing the intensity of interaction between the government and civil society, and also encourages the reform of state / municipal administration in the direction of increasing openness and publicity. The introduction of modern forms of information and communication technologies, the increasing share of project-network forms of public participation contributed to an increase in the involvement of citizens in various forms of interaction with the authorities. This actualizes the identification of the specifics of public participation based on the principles of network management, changes in the nature of the state in the direction of strengthening its coordinating functions, and the study of the updated format of state/municipal management as a public-state one. The report analyzes the results of a sociological study of the peculiarities of the state and functioning of municipal public policy in the Republic of Crimea, at the level of the Saki municipal district, as well as in the city of federal significance - Sevastopol. The peculiarities of the organization of local self-government in a city of federal significance do not allow for the full realization of the civil and democratic functions of the MPP, which leads, according to the data, to a low subjective component of local public policy: the public potential of the NGO sector, local business and the institution of the local self-government  itself is estimated as low in terms of its active manifestation. In the Saki municipal district, the dominant subject of the MPP is the local authorities, especially its executive and administrative structures, which successfully implement the powers of the LSG. The potential of the non-profit community and business initiative shows a predisposition to a more active and partner model of public policy. The network principles of the organization of public administration are still clearly lagging behind the real requirements of their target groups.
