Abstract

The article is devoted to the analysis of the current state of digitalization of the migration sphere in the Russian Federation. It is shown that the introduction of modern digital technologies and information and technical means into the mechanisms of state management of migration (and more broadly, the digital transformation of the system of relations between migrants and the receiving state) is objectively inevitable in the context of the global digital transition and the increasing role of the migration factor for the economy. The purpose of the work is to identify political and legal factors and problems affecting the digital transition in the migration sphere of the Russian Federation and its pace. To solve the set tasks, general scientific methods and approaches, including comparative ones, were used. A brief overview of the co-evolution of the migration situation and migration regulation in the Russian Federation for the period 2012-2021 is presented. It is noted that the goals, objectives and tools of migration management are changing along with the transformation of ideas about the importance of the migration factor for Russia and its role in solving the problems of economic development. Based on the parallel consideration of political and legal decisions and the practice of digitalization of the migration sphere, the current results and difficulties are summarized. It is shown that the project approach and proactive legal regulation provide good incentives for “digital reforms” in the migration sphere, but in practice the pace of reform slows down due to a lack of coordination in actions and conceptual approaches. The key reason is that the main acts regulating the modernization of the migration sphere in Russia are not strategic planning documents.
