Abstract

The Relevance of the study: the growth of digitalization has intensified as a result of the coronavirus pandemic that began in 2020, which largely affects the processes within agglomerations. Working in remote mode, the possibility of remote interaction of authorities with the population, electronic document management, a significant increase in trade through online stores, etc. - all this entails a change in the load on the city's life support, and also requires an uptodate methodology for assessing the development of agglomerations in order to build a regional development strategy. In this regard, the paper analyzes the existing methods for assessing the development of agglomerations, shows their prospects for practical application in modern realities, examines the experience of foreign countries, as well as the possibility of its use in Russia, and highlights the problems that make it difficult to conduct an objective assessment of the development of agglomerations. Objective: to analyze the main existing methods for assessing the development of agglomerations and identify the most effective ones. Compare foreign agglomeration management models with those used in Russia. Based on the results obtained, indicate the problems and possible solutions in improving the methods of assessing the development of agglomerations and management models. Conclusions and suggestions: the analysis made it possible to conclude that in the long term, it is better to work out a contractual model in the interaction of municipalities, but with the participation of state authorities of the subjects of the Russian Federation in one form or another. This model does not require changes in the legislation and has the possibility of implementing a single tax policy. It is also necessary to work out the possibility of business cooperation with the authorities on development issues at the regional and municipal level.
