Abstract

The formation and reproduction of human capital, as the most important condition for modern development, has not only sectoral, but also regional features. The article, which continues a series of author's materials devoted to the problems of human capital in the conditions of the Arctic zone of the Russian Federation, raises questions of the influence of socio-cultural factors on the human capital of the Arctic territories. The aim is to present a new approach in reflecting the role of socio-cultural factors (foundations and components) of human capital development in the Arctic regions for a new (neo-industrial) stage of their development. In this regard, the conceptual foundations of the study of human capital contained in the works of foreign and domestic researchers are being clarified. Within a certain theoretical and methodological framework, the results of a sociological study conducted in March - May 2018 in the Arkhangelsk Region (in the Arctic territories) and the Yamalo–Nenets Autonomous Okrug are analyzed, compared and summarized using the methods of mass surveys and statistical data analysis. The data characterizing the human capital of the Northerners in terms of their financial situation are presented, a direct dependence on regional (higher – in the Yamal-Nenets Autonomous District), industry (especially oil and gas enterprises), socio-professional (especially managers, highly qualified specialists, state and municipal employees) affiliation is shown. On the basis of multidimensional measurements, the interrelations and individual dependencies of variables characterizing education, health and socio-professional status in the structure of human capital of the surveyed regions are shown. A special plot is devoted to the role of value orientations in the formation and reproduction of human capital. In conclusion, the conclusion is made about the ambivalent nature of the influence of socio-cultural factors on human capital: on the one hand, as fundamental foundations, and on the other, some of them (education, work motivation, etc.) - as structural components. Measures are proposed to strengthen national and regional policy (including investment) in the development of human capital in the Russian Arctic
