The author highlights four modern approaches to the development of agglomerations proposed by foreign researchers in the last two decades. Particular attention is paid to the theory of the “new economic geography” by P. Krugman and the World Bank Report “A New Look at Economic Geography” (2009). The article analyzes the experience of the USA and the European Union in the allocation of agglomerations, shows the dynamics of their development in 2000-2020, and discusses specificities of the regional policy implementation in the European Union in 2950-2020. The author discusses spatial policy in Germany, specificities of solving the housing question in agglomerations in Western countries in comparison with Russia, and formulates a number of proposals aimed at resolving current problems related to the implementation of the spatial development policy of the Russian Federation.
