Abstract

The article provides an overview of new regional management practices and highlights methods of managing cultural heritage in the context of increasing complexity of institutions and possible polarization of opinions within territorial communities. On the one hand, management institutions emerged, strengthened and evolved in the conditions of overcoming the turbulence of the nineties and noughties, and on the other, at this stage, there is already a demand for adapting mechanisms and "institutions" to modern hipster culture, which has penetrated through the creative industries built in the last decade and attempts to integrate them with management structures. There is a danger of a new gap between territorial administration, science and practice against the background of the processes of vertical and horizontal social mobility multiplied by the growing demographic problems and depopulation of rural areas.
