Abstract

The article analyzes the development of social welfare for older people in China. Historical models of social welfare for the elderly are delineated, and from this perspective, the current model is defined. Analyzing the specifics of pension provision in the PRC, it is concluded that currently the development of the pension system is aimed at fully covering all elderly citizens of the country with pension insurance, since a large proportion of older people, rural residents do not receive state old-age pensions. The problems of the social welfare system for the elderly as a branch of social production are identified, namely: the absence of a unified development program at the federal level; an insufficient degree of development of this system, whereby not all elderly individuals who desire and are able to utilize its services can access them due to a shortage of production capacities; outdated material assets of organizations within the social welfare system for the elderly; and inadequate development of social wel-fare organizations in rural areas of the country.
