Abstract

The list of concerns of Russians is currently dominated by the problems of security and welfare of the population. Solving these problems requires society to mobilize forces and creative energy to achieve goals at the request of society. However, the current system of public administration allows the authorities to promote their political interests with managerial tools, rather than through persuasion and argumentation, which does not contribute to the growth of citizens' trust in state institutions. Unconstructive interaction of the government with local community centers can create significant risks associated with the possibility of an imbalance in the public administration system, an increase in crisis phenomena, competition between state and public targets, and regulatory destruction. In the value-rational worldview promoted by President of the Russian Federation Vladimir Putin, traditional values serve as a tool balancing social relations in order to achieve priorities. At the same time, the key principle of risk management is the integration of strategic goal-setting into the public administration system in the format of an image of the future, agreed between the government and society. The article examines the political risks that arise in the interaction of government and society in shaping the image of the future as a goal of socio-economic development of the region.
