Abstract

The article deals with the problem and features of digital inequality in the regions of Russia. In order to develop recommendations on bridging the digital divide, the results of studies on the levels of digital inequality in the country as a whole and regionally are presented. The leading regions and outsider regions have been identified. It is shown that different regions of the country are integrated into the digital economy to varying degrees: there is inequality in access to the Internet for households and the population. The reasons and prerequisites leading to the digital divide in the regions of the Russian Federation are considered, importance of the development of e-government for maximum access of the population to information, increasing information literacy is highlighted. The factors and criteria of access to ICT affecting digital inequality are given. Ways of overcoming the digital divide are considered. Recommendations for bridging the digital divide between the regions of Russia are presented. To overcome the digital inequality of the subjects of the Russian Federation, a number of measures have been proposed aimed at implementing a systematic approach to the development of information and communication technologies using the joint efforts of government authorities, business and the rupture of society. The directions of work for achieving the goals of digital transformation of regions are shown.
