Abstract

The relevance of the article is related to changes in state policy on the priorities of spatial development of Russia towards small towns and rural settlements. New national projects pose difficult tasks for them due to the lack of professional staff to implement state policy issues. The article analyzes the systemic measures taken to solve the tasks set by the projects in the Far Eastern Federal District, including the key demographic problem associated with the ongoing migration process. The authors show the social problems of Primorsky Krai, in particular in the small towns of Spassk-Dalny and Bolshoy Kamen, population losses due to migration processes requiring priority projects of infrastructure modernization. The paper shows the importance and disadvantages of a specially developed Urban Environment Quality Index. The age of technology emphasizes the need in the regions for a new culture of management, its efficiency, responsibility. The authors present a judgment on changes in youth policy, possible solutions to the problems of education in small towns and rural areas. The results of the study can be recommended to regional management structures.
