Abstract

The article is devoted to the consideration of the formation of the system of interregional Russian-Chinese cooperation on the example of interaction of the northwestern province of Shaanxi with Russian regions. It is established that the People's Government of Shaanxi Province establishes relations with the administrations of Russian regions and cities within the framework of institutionalization of trade and economic relations, and through "sister city" cooperation. "Sister city" relations with the Kaluga region contribute to the development of humanitarian cooperation between Shaanxi and Russia, while a basis for economic cooperation is being created. Over the past two decades, this northwestern province has formed a system of trade relations with the city of Moscow, Penza, Ulyanovsk, Sverdlovsk, Vologda, Irkutsk regions. An analysis of the legal framework for "twin" interaction shows that cooperation between Shaanxi Province and Russia since 2000 has included the establishment of contacts and mutual exchanges in the fields of science and healthcare, engineering and high technology, economics and trade, culture and education. The leading role in expanding interregional cooperation between this northwestern province and Russia is given to the activities of the Commerce Department under the People's Government of Shaanxi.
