Abstract

The purpose of the study: to analyze the role of the infrastructure of small towns, which are important for the strength of the spatial framework of the country; to focus on the fact that the most important areas — education and health care — are practically not represented in the existing projects for the assessment of urban infrastructure, its improvement and quality. Research methods: comparative analysis, methods of synthesis and deduction, analysis of regulatory documents, statistics and sociological research, expert surveys, secondary analysis of data from previous studies. At the same time, in the existing and planned projects to improve the urban environment, designed to unify its quality, the provision of the population with educational and medical infrastructure, were in the blind zone and are not represented in the evaluated parameters. the most important components for the population: education and health care are missing, and in the new national project “Infrastructure for Life” these areas are touched upon too nominally and are mentioned only in relation to the percentage of deterioration of educational and primary health care facilities. Scientific novelty: for the first time, the author presents a study that characterizes the project for the assessment of Russian cities by means of the urban environment quality index, the assessment indicators of which do not include the most important social components of the urban space — the infrastructure of education and health care. The availability of health care and education facilities, as well as the quality of services provided by them, is not only a necessary basic need of the population of small towns, but also a key aspect in the making a decision to stay in a small town or leave.
