Abstract

The paper focuses on the consideration of the social components of sustainable development and the risks that may negatively affect the achievement of the Sustainable Development Goals formulated by the UN in 2015. The article focuses on two groups of risks that, according to the authors, are most fraught with negative consequences for sustainable development. Firstly, on social risks that seem to be the most probable and dangerous in the short term; secondly, on the risks of the rapid introduction of artificial intelligence into all spheres of society. It is shown that the solution to the problem of minimizing social risks is included to one degree or another in the tasks of all National Projects of the Russian Federation; and above all, the tasks of many projects are related to achieving such a goal as ensuring high-quality and accessible education for all, and a high level of education is an important component of social stability of society; all other goals as areas of implementation of National Projects are recorded in approximately 35-25 % of the 13 analysed projects. In terms of overcoming «digital» risks, individual aspects of the negative impact of artificial intelligence in three areas are considered: in management, in education, and in stabilizing the labour market. The work shows that the tool for controlling «digital» risks and threats is the human ability to interact with each other, the ability to negotiate and compromise, that is, «natural intelligence» is today the main resource for counteracting global threats.
