Abstract

The article analyzes the results of the 1936 decree banning abortions and increasing financial and other assistance to women in labor and mothers with many children in the pre-war period. Based on the available information, the authors compared birth rates after 1936 and assessed the effectiveness of the Soviet government’s demographic policy measures. It was found that along with limiting the causes of artificial termination of pregnancy in the USSR, protection measures were taken for motherhood and childhood in the form of increased financial assistance to mothers, including single mothers with many children. The policy in the field of healthcare and provision of medical care to the female population was not fully implemented due to a number of reasons, including the beginning of the Great Patriotic War.
