Abstract

The article is devoted to transformations in the dynamics of external labor migration and is aimed at solving organizational, legal and socio-economic problems of its regulation in the current conditions of Russia's development.The purpose of the article is to identify and disclose changes in international labor migration to Russia based on the conducted research in close connection with the analysis of the dynamics and characteristics of the formation of the national labor market, as well as to develop conceptual directions of action in the field of attracting and using foreign labor in the Russian economy. The consideration of these issues is based on the application of analytical and economic-statistical research methods and is based on a systematic approach to solving a complex of issues of interaction between external labor migration, the labor market and the sphere of employment of the population. The information base used includes official data from Rosstat and sources of departmental statistics from the Ministry of Internal Affairs, the results of a content analysis of scientific publications on the functioning of the foreign labor market, key legal acts, and strategic planning documents defining priority areas of state policy in the field of employment and population migration. The work identifies and reveals modern trends in the development of labor immigration. It has been shown that in recent years the growth in the number of foreign labor migrants working under a patent has stopped. At the same time, the study shows that the number of visa labor migrants in the labor market has begun to increase at an accelerated pace. An important place in the work is given to the consideration of key issues of state policy in the field of attracting and using labor from abroad. The paper provides a rationale for the mechanisms and institutions for the transition to a new model for regulating external labor migration in the Russian Federation, ensuring the selection of flows of foreign workers and their use to solve strategic problems of dynamic and sustainable development of the domestic economy. The main results of the study and the proposals formulated can be used by government authorities in solving the problems of modernizing the tools and methods for managing external labor migration flows. The proposed recommendations can find practical application in the development of measures in the field of regulation of the labor market and employment of the population.
