The empirical basis of the article was made up of a massive questionnaire survey conducted by the staff of the South Russian branch of the FNSC RAS in the Rostov region, 1,370 people were interviewed according to a quota sample (gender, age, type of settlement). However, based on the results of the respondents’ choice of representative communities, two groups were identified – those with a dominant civic identity and those with a dominant territorial identity. In general, it was revealed that traditional spiritual and moral values most closely correspond to the axiological profile of the respondents, for whom the definition of one’s own identity through citizenship is dominant. The dominant territorial identity is characterized by partial acceptance of traditional spiritual and moral values, and representatives of this group show an ambiguous attitude towards many of them. At the same time, the maximum similarity between the groups is observed in valuations of values that are most universal (the value of human life, human rights and freedoms). It is about the need for a purposeful formation of civic identity.
