Pp. 69-72.ISSN 0869-8120Posted on site: 12.01.26Текст статьи/выпуска на сайте журнала URL: https://socgum-journal.ru/archive/?ELEMENT_ID=65478 (дата обращения 12.01.2026)AbstractIn the context of the growing speed of socio-digital changes and a complex organized order, it is proposed to develop and gradually implement a special research program that would allow obtaining new knowledge about modern risks, forms and levels of socio-digital regulation, as well as accumulating them with subsequent integration into the practice of social governagnce. Similar research at the level of public administration and labor market organization is carried out by Chinese and Italian scientists, focusing on the potential of social governagnce (stakeholders, regulatory processes), which can be either scientifically substantiated or deformed by the consequences of the introduction of AI and ill-conceived political and managerial decisions in this regard. A case is presented that concerns the study of AI implementation at the micro level of social governagnce. Based on generalized research data, social diagnostics of the readiness of Russian cities to implement the departmental project “smart city,” it is concluded that there are organizational, governagnce, infrastructure and financial problems that prevent the creation of the necessary conditions for the development of a new form of socio-digital regulation of a “smart city” based on AI – a digital twin of urban space and a city governagnce system based on the principles of socio-digital feedback between authorities, business, scientific community, IT specialists and the population.
