Highly intelligent workers who can easily adapt to innovations and advanced technological solutions in modern conditions are becoming more and more in demand, including in medicine. These trends determine the need to develop new approaches and create tools for measuring/managing the intellectual potential of medical organizations. The purpose of this study is to develop the author's methodology for the metric assessment of the intellectual potential of medical organizations (IPMO), based on the consideration of qualitative and quantitative components. The article offers a metric assessment and interpretation of qualitative indicators that are present in the integral indicator of the IPMO level. The proposed approach was tested on the data of the Ministry of Defense, subordinated to the DM. Based on the expert method (more than 400 experts were interviewed), five groups of basic qualitative indicators were identified, which, together with a self-assessment of the intellectual capital of a medical professional, are used to calculate the level of IPMO in 7 departments of the Ministry of Defense. The methodology of the IPMO metric assessment is quite universal and can be used in the future with any valid set of parameters, both quantitative and qualitative. As a result of the calculations, not only an integral index of the assessment of the IPMO level is obtained, but also a visualization of the obtained estimates is presented based on rating and the use of a five-point scale, such as "traffic light", which allows us to develop solutions for effective management and development of personnel strategy in modern medical organizations.
