Abstract

The article proposes periodisation of housing construction in the RSFSR and the Russian Federation from 1918 to 2023. Our analysis is based on such indicators as housing completions by total floor area by main sources of financing (state enterprises and organisations, private and state companies / developers, inhabitants at their own expense and with state loans / mortgages, housing construction cooperatives, kolkhozes) as well as on the evolution of the legislative base. As a result of the author’s approach, seven stages inhousing construction in the RSFSR / Russian Federation are identified. In part I of the article, the situation in the housing sector of the Russian Empire as of the end of the 19th century – beginning of the 20th century as the starting point is briefly considered, and the evolution of housing construction during the first, second and third stages is examined. In part II of the article, we analyse the changes occurred during the fourth, fifth, sixth and seventh stages as well as summarize some points with regard to the dynamics and results of housing construction during the whole period under consideration.
