Abstract

The author examines the dynamics of apartment building construction in 85 regions of the Russian Federation in the period from 1991 to 2023. Based on Rosstat data, 37 indicators have been calculated that characterize the volume, changes in trends, average and specific values of housing completions by region as a whole, in urban and rural areas, as well as the commissioning of apartments at the regional level. This made it possible to identify long-term trends in housing completions by professional developers, including an increase in disparities between regions in both absolute and relative terms, as well as a reduction in average floor space of apartments being commissioned in the vast majority of regions. Thesubjects of the Russian Federation were ranked according to each of the indicators. The resulting classification, which includes 4 groups and 2 subgroups of regions, can be used to improve public housing policy at the regional level.
