Abstract

The aim of the study is to assess what the social state is in modern Russia — a «social security state» or a development mechanism. Methods: analysis of legislation and statistics; sociological research.In accordance with the interpretation of the social state, which does not reduce it to social expenditures, but emphasizes the diverse influence of the state on the well-being of citizens, trends in the field of income redistribution, consumption of social benefits, etc. are analyzed. The stages of development of the social state are presented and arguments are given in favor of changing its vector.
