The territorial differentiation of this dynamics is considered and municipalities with its extreme values are indicated. The main reasons for the existing differences between the present and the changes in recent years are named. It has been revealed that in a number of Arctic municipalities there has been a stabilization of the population, which indicates the possibility of sustainability of their socio-economic development. Basically, stabilization or population growth is typical for the municipalities of the Asian part of the Russian Arctic associated with the development of the Northern Sea Route. Whereas the vast majority of municipalities in the European part of the Russian Arctic are still characterized by a decrease in the population above the national average, both due to a very significant natural population loss and due to migration outflow characteristic of all age groups of the population.
