Abstract

The article proposes a new approach to the analysis of poverty. It is proposed to add to the criterion of poverty-related income criteria based on the analysis of deprivation of people. Their income formally exceeds the cost of living but the real life situation puts them in a difficult position. A new approach to the problem of poverty dictates the necessity to change the priorities of social policy.
