Abstract

The monograph advances an integrated framework for understanding migrants’ “potential” as a multidimensional latent resource – education, skills, entrepreneurship, cultural adaptability, and network capital – activated under conducive institutional conditions to generate development eff ects for both origin and destination. It refines the concept and traces its intellectual genealogy; synthesizes evidence on migrants’ contributions to economic growth, demographic dynamics, socio-cultural change, entrepreneurship, and science and technology; and analyzes the channels through which benefi ts accrue to origin countries, including diasporic engagement, remittances, trade- investment linkages, knowledge transfer, and socio-political diffusion. Methodologically, the study is a qualitative comparative review at the intersection of economics, sociology, demography, and political science. Its core analytic lens is an aspiration–capability approach that explains how latent resources are translated into measurable outcomes through opportunity structures and institutional design. The work concludes with an applied policy toolkit for unlocking migrant potential – targeting governance arrangements, incentive mechanisms, and coordination across actors – to maximize dualsided development returns while mitigating risks. This monograph is intended for scholars and instructors in migration, demography, economics, and public policy, as well as practitioners in government, international organizations, and NGOs working on migration and integration. It will also be useful for graduate students in related fields.
