Abstract

In the 2023 Foreign Policy Concept, Russia was proclaimed a state-civilization. The polycentricity of the emerging international order and legal order only enhances the relevance of these scientific studies and serves as a source of numerous discussions about the future of the international system of relations and the role that states-civilizations will play in it. These facts have sparked a new wave of scholarly interest in the civilizational approach in the social sciences, particularly those related to the study of international relations and international law, as well as a new, broad academic debate on the operationalization of the term "state-civilization" within the context of modern social science. However, while the catalyst for this scholarly interest was largely the new version of our country's foreign policy concept, the civilizational factor has, in fact, figured in significant international treaties, soft law instruments, and national acts of both our country and other states before. And it continues to acquire increasingly tangible features in the current stage of development of the international system of relations.
