Abstract

The development of communication technologies significantly changes the nature of sociopolitical relations. Deep involvement in network communication increases the level of social competence in all spheres of relations and forms a social demand for public participation in political decision-making processes. The growth of the social, intellectual and professional level inevitably requires an increase in the level of professionalism and political and managerial layers, a real renewal of the personnel not just on the principle of internal rotation, but through the infusion of «fresh forces» into the managerial sphere - young managerial specialists. However, the process of renewal of political relations is proceeding with great difficulty. In fact, the entrance to the spheres of the highest echelons of power is closed to the young technologically educated generation, which could turn the general course of political development towards the democratization of the political space.
