Abstract

The relevance of this study stems from Russia's transition to the second phase of depopulation and the consequent need for effective management solutions. The aim of this work is to assess current mechanisms for managing demographic processes at the federal and regional levels in the context of new national projects and the "Strategy for Action on Family and Demographic Policy until 2036" approved in 2025. The methodological framework includes systemic and comparative analysis of regulatory legal acts and statistical modeling. The results demonstrate an evolution towards a proactive strategy based on a set of national projects "Family", "Long and Active Life" and "Infrastructure for Life". The key conclusion is that the effectiveness of management is determined by the ability to synchronize federal instruments and adapt them to the specifics of typological groups of regions, identified by the nature of reproduction and migration.
