Abstract

The purpose of the article is to search for a new paradigm of education in market relations, which implies: ensuring the intensive development of society and creative abilities of the individual; raising the status of the teacher in society, especially among young people; improving the forms and methods of transferring knowledge, at the same time linking this period with the educational process; improving the mechanisms of state financing of education; innovative educational technologies; building up new branches of knowledge at the request of the current wartime NWO. Research methods: various methods of analysis are used, including questionnaires, comparative method, secondary research, rating assessments, statistical data. Results: the possibilities of bringing small settlements out of stagnation through the mechanisms of introducing a continuous educational process and creating an educational space of the settlement are shown. The study offers a model of continuous vocational education, with specifics for the economic development of the region, as well as the foresight of solving such a problem in the development of the future Russia. The urbanization of large cities and stagnation in the development of small and rural areas cause a migration outflow from small settlements and uncontrolled territorial expansion of a large city. This caused a radical change in the direction of state policy in the field of education: 1) the final withdrawal from the Bologna Agreement and 2) comprehensive education and upbringing of the younger generation of Russians (not only professional, but also civic, patriotic, labor, moral). The conceptualization of a new educational paradigm that synthesizes the advantages of knowledge and the development of continuous learning, upbringing and assimilation of the universals of culture is presented. Practical value: it is proposed to use a new construct of urbanization of a small town – the use of a system of continuous education, designed to become a carrier of culture, a source of modern knowledge, a new quality of life for local residents and visiting families, which will stop migration to big cities and solve the development of small settlements with the help of local professional personnel, thus the national problem as a whole.
