They were held within the framework of the new electoral legislation initiated by the President of the KR S. Japarov. According to these new laws, all members of Parliament (Jogorku Kenesh, JK) were elected in multi-member districts, and elections on party lists were canceled. At the same time, the powers of the JK under the new Constitution of the KR were significantly reduced due to the strengthening of the power of the President. The result was a relatively low voter turnout, amounting to only 36.9%, due to the fact that the majority of Kyrgyz citizens’ interest in the parliamentary elections has noticeably decreased. As a result, for the first time in the last 20 years, only two parties officially participated in the parliamentary elections, of which 3 candidates from the social and conservative Yntymak Party, which took third place in the previous 2021 elections, joined the new composition of JK. All other deputies of the new convocation were elected as independents. The consequence of all these changes was a significant weakening of the effectiveness of the party and political system of Kyrgyzstan, which in the first quarter of the 21st century was deservedly considered one of the most competitive in the post-Soviet space. Therefore, in the medium and long term, we can expect a weakening of the effectiveness of the entire state and political system of the KR due to violations of the principle of checks and balances and the weakening of opposition parties.
