The research relies on the concept of modernization, constructivist and ethno-symbolic approaches to the analysis of nationalism, and the comparative-historical method. Results of the study: The essence and prerequisites of the emergence and functions of cultural institutions and cultural policy, their integrating role have been analyzed. The connection between developed cultural institutions and key mechanisms for creating a shared cultural space and formation of a communal national identity are revealed, which reflects the transition from feudal-religious legitimization of power to its secular, nationalcivil version. Three interrelated functions of cultural institutions are identified: symbolization and visualization of national succession and unity; democratization of access to cultural capital; use of culture by the state to legitimize power, for social integration and against internal disruptions.
