Abstract

The article presents the results of a survey of experts of the social service system — representatives of regional and municipal authorities, government agencies and non-governmental providers of social services. The purpose of the study is to record the opinions of the direct participants of the system on the most significant issues of its development after the adoption of Federal Law No. 442-FZ. The empirical basis was a survey of 1,027 experts from 36 regions of the Russian Federation. The research focuses on the assessment of changes related to the implementation of 442-FZ; the attitude towards the development of competition, the inequality of financing conditions for state and non-state suppliers, the transition to hourly accounting of the work of specialists; the request for unified federal standards, mechanisms for determining the need and the procedure for determining the volume of services. A stable consensus of experts of all categories regarding the need to unify the regulatory framework has been identified. The uncertainty zone associated with the possibility of using hourly accounting to analyze the effectiveness of budget expenditures has been fixed. The results can be used in the preparation of management decisions in the field of social services at the regional and federal levels.
