Abstract

The article presents data obtained through a questionnaire survey on the marital and reproductive behavior practices, as well as value orientations of residents of Sevastopol. In 2024, the city of Sevastopol recorded one of the lowest total fertility rates (TFR) in Russia, amounting to 0.996. The aim of this study is to identify the factors contributing to low fertility rates in the region that hinder the implementation of the population's reproductive plans. The study ranks the obstacles to marriage, as the foundation for realizing reproductive plans, and to childbearing comparing data across the following groups of respondents - those never married and those currently married, those without children and those with children, including according to the number of children per respondent. It was revealed that the primary barriers for all groups of respondents are material and housing difficulties, as well as «uncertainty about the future.» An analysis of obstacles according to the number of children shows that for respondents without children and with one child, housing problems are the most significant; for families with two children and large families, the housing issue remains relevant, while the importance of the quality of medical care increases, as health problems impede the realization of reproductive plans.
